'Winnie Winkle'. 

Max Van Bibber is the comic artist who took over the famous 'Winnie Winkle' strip after the death of its creator Martin Branner in 1962. 'Winnie Winkle' had started in 1920, and the main character, a working girl, had been married, widowed and the mother of twins by the time Max Van Bibber stepped in. Following the trend of the time, he turned the strip into a soap series, and drew it in a realistic style. Winnie now became a fashion designer. Max Van Bibber retired in 1980, and the strip was taken over first by Joe Kubert's school of cartooning, later by Frank Bolle.
