Fred Locher

Fred H. Locher was a comic artist from Los Angeles. He took correspondence courses at the Landon School of illustrating and cartooning and was signed on to draw for Hearst newspapers. He drew the daily comic strip 'Cicero Sapp' from 1921 to 1928. In 1943, he briefly drew 'Homer Hoopee'.
